Minneapolis Incident Leaves Venezuelan Man Julio Cesar Sosa-Celis Injured After Shooting

MINNEAPOLIS, Federal law enforcement officials are investigating an incident in which a Venezuelan national was shot in the leg by an immigration agent during a targeted enforcement operation on January 14, 2025.
According to authorities, the operation involved Julio Cesar Sosa-Celis, a Venezuelan national who has been in the United States since 2022. Federal officers attempted a targeted traffic stop at approximately 6:50 p.m., but Sosa-Celis allegedly refused to comply with commands and fled the scene, prompting a pursuit.
During the chase, officials said the suspect’s vehicle struck a parked car. Sosa-Celis then abandoned the vehicle and attempted to flee on foot. A federal agent pursued him and made contact in an effort to place him under arrest.
Authorities reported that the encounter escalated into a physical struggle, during which Sosa-Celis allegedly became combative. While the agent was attempting to restrain him, two additional adult males reportedly emerged from a nearby residence and intervened.
Investigators said the two individuals allegedly attacked the agent using a snow shovel and a broom handle. During the confrontation, Sosa-Celis reportedly regained his footing and joined the assault. Officials stated that the agent was struck with a blunt object while being outnumbered by three individuals.
Citing an immediate threat to his safety, the agent discharged his service weapon in self-defense. The single shot struck Sosa-Celis in the lower extremity.
Following the gunfire, authorities said all three individuals retreated into a nearby apartment complex, resulting in a brief barricade situation. U.S. Immigration and Customs Enforcement secured the area and later apprehended all three suspects without further incident.
Both the federal agent and Sosa-Celis were transported to a local hospital for medical treatment. Authorities said Sosa-Celis was conscious and alert during transport.
All three individuals involved are currently in ICE custody. Officials said potential charges, including assault on a federal officer and resisting arrest, remain under review by the U.S. Attorney’s Office.
