Morgan Morrow, 39, of Ripley, West Virginia, was taken into custody and charged with one count of making terroristic threats, according to a statement released Sunday night by the Jackson County Sheriff’s Office.

Investigators allege that Morrow, an employee of the Jackson County Public Library, used a TikTok video to recruit “individuals to pursue and assassinate” Trump. Authorities said the video was flagged after it was interpreted as a call to violence.

In the video, Morrow allegedly wrote a message referencing a sniper with a terminal illness and captioned the post, “Luigi can’t save us all,” which authorities believe was a reference to alleged UnitedHealthcare CEO assassin Luigi Mangione.

The video, which has since been removed, reportedly drew comments from users that investigators described as encouraging or discussing potential violence. Some comments referenced other public figures, including Homeland Security adviser Stephen Miller, as well as business executives Larry Ellison and Peter Thiel.

According to a criminal complaint reviewed by WOWK, law enforcement officers detained Morrow at her home in Ripley and transported her to the sheriff’s office for questioning.

Authorities said Morrow told investigators that she did not intend to mobilize others to carry out violence. However, the complaint states that content of that nature is considered to be designed to encourage or inspire others to commit the threatened act, regardless of whether the speaker claims an intent to act personally.

Morrow was booked into the South Central Regional Jail. A booking photo released by authorities shows her facing the camera.

Jackson County Sheriff Ross Mellinger addressed the arrest, stating that criticism of the government is protected, but that promoting violence or recruiting others to carry out violent acts crosses a legal line.

Authorities noted that Morrow had previously shared politically charged content with her social media followers. Earlier in January, she posted emotional content criticizing immigration enforcement following a fatal incident involving federal agents in Minneapolis.

Following her arrest, the Jackson County Public Library released a statement distancing the organization from Morrow’s alleged actions. The library said the comments did not reflect its mission, values, or standards of conduct and emphasized its commitment to professionalism and public service. The statement added that the matter is being handled internally in accordance with established policies.

The arrest comes amid heightened sensitivity surrounding threats against Trump, who has been the target of multiple assassination attempts in recent years, including an incident in July 2024 in which he was wounded during a public appearance.

The case against Morrow remains pending as the legal process continues.
