Authorities have identified the suspect connected to the fatal shooting at a Delaware Division of Motor Vehicles (DMV) facility in Wilmington as Rahman Rose, 44. The incident took place Tuesday afternoon at the DMV located on Hessler Boulevard in the Minquadale area of New Castle County.

According to the Delaware State Police, the situation unfolded when Rose became involved in an incident that led to gunfire. A Delaware State Trooper who responded to the scene lost his life while performing official duties. Rose was later pronounced dead. Police also confirmed that a second trooper suffered a minor injury that was not related to a gunshot.

Beyond law enforcement, a 40-year-old woman was taken to a nearby hospital with minor injuries not caused by gunfire. Another woman, age 35, was evaluated at the scene for shortness of breath and chose not to be transported for further medical care.

Early information described the situation as a possible active shooter incident, which resulted in a rapid and extensive response from local, state, and county law enforcement agencies, as well as fire and emergency medical services. Emergency communications indicated that shortly after 2:00 p.m., command officials reported two individuals down. Emergency medical personnel provided life-saving efforts to two patients, one of whom was believed to be the suspect. Later updates confirmed two primary trauma patients, along with additional non-trauma medical evaluations.

Delaware Governor Matt Meyer said law enforcement officers “acted swiftly to secure the scene.” Authorities later confirmed that the state trooper was killed in the line of duty during the confrontation.

The Delaware Department of Justice stated that the Attorney General has been in direct contact with the Delaware State Police and the Governor. Senior prosecutors were also sent to assist with the ongoing investigation. Officials requested patience from the public as investigators continue their work and expressed support for the Delaware State Police and the Department of Safety and Homeland Security.

Following the incident, the Wilmington DMV on Hessler Boulevard was closed until further notice, and services were redirected to the Delaware City DMV. Hessler Boulevard remains closed, and parts of Route 13 south of Interstate 495 were temporarily shut down. Authorities advised the public to avoid the area while the investigation continues.

Investigators have not yet released information regarding what led up to the incident. The case remains under active investigation, and officials said additional updates will be shared as more details become available.
