Authorities Identify Individual Fatally Injured in Officer-Involved Incident Near Carbondale

A large multi-agency response unfolded Saturday morning near Carbondale, Kansas, after a domestic disturbance escalated into an officer-involved shooting that left one person deceased and four law enforcement officers injured.
The incident occurred on November 15 in the area of South Topeka Avenue and West 113th Street. According to the Kansas Bureau of Investigation (KBI), deputies from the Osage County Sheriff’s Office and troopers from the Kansas Highway Patrol (KHP) were dispatched around 10:30 a.m. after a woman at the residence reported a domestic disturbance.
When authorities arrived, they encountered 22-year-old Stephen M. McMillan outside the home. An exchange of gunfire followed, involving three deputies and two troopers. During the confrontation, McMillan, three deputies, one KHP trooper, and a 77-year-old resident were struck by gunfire.
McMillan was pronounced deceased at the scene. The injured elderly resident was transported to a nearby hospital and is expected to recover.
Kansas Highway Patrol Superintendent Erik Smith confirmed that the exchange of gunfire occurred less than ten minutes after officers arrived, stating:
“The suspect died from injuries he received from gunshot wounds.”
According to KBI officials, two deputies underwent surgery and remain hospitalized in stable condition. A third deputy has been released from medical care. The injured KHP trooper and the elderly resident are also expected to recover.
The Kansas Bureau of Investigation is leading the inquiry to ensure an independent and thorough review. In a public statement, the agency noted that all information currently available is preliminary and subject to change as investigators analyze evidence, conduct interviews, and finalize their findings.
“Preliminary information does not represent final findings, which take several weeks to complete,” the KBI stated.
The Topeka Police Department confirmed that it deployed additional officers to assist surrounding agencies and noted that no TPD personnel were injured. Multiple law enforcement agencies, including the Shawnee County Sheriff’s Office, have expressed support for those affected, urging the public to keep the injured officers and their families in their thoughts.
Among the wounded is Trooper Adam Ellis, who remains hospitalized and is expected to undergo additional medical procedures as part of his recovery.
