Minneapolis: Woman Killed During ICE Operation Identified as Renee Nicole Good

MINNEAPOLIS, MINNESOTA — A woman was fatally shot Wednesday morning by an Immigration and Customs Enforcement (ICE) officer during a federal immigration enforcement operation in south Minneapolis, according to officials.

The shooting occurred near East 34th Street and Portland Avenue amid what the Department of Homeland Security (DHS) described as the largest immigration enforcement operation in Minnesota’s history, involving roughly 2,000 federal agents.

The woman who died has been identified as 37-year-old Renee Nicole Good. DHS said she was alone in her vehicle at the time of the incident. Federal officials stated the shooting took place during a targeted enforcement action that was disrupted when individuals allegedly obstructed ICE officers.

DHS claimed Good attempted to use her vehicle in a way that endangered officers, describing the action as “weaponizing” the vehicle. According to the agency, an ICE officer discharged his firearm in self-defense. DHS characterized the incident as a defensive response and referred to the broader confrontation as an act of “domestic terrorism.” Several ICE officers were reported injured during the operation, though officials said all are expected to recover.

Videos shared online, however, appear to challenge parts of the federal account. Footage shows a dark-colored SUV attempting to leave the area as multiple gunshots are heard, prompting nearby individuals to run for safety. The vehicle then struck a light pole and several parked cars before coming to a stop. Another video appears to show the immediate aftermath inside the vehicle following the shooting.

Eyewitnesses provided additional details about what they observed. Emily Heller, who lives near 33rd Street and Portland Avenue, told reporters she saw a vehicle blocking traffic near the intersection during what appeared to be a confrontation involving ICE. She said an officer stood in front of the vehicle moments before shots were fired. Heller reported that the car then moved forward and ultimately collided with nearby objects, after which the driver appeared unresponsive.

Another witness, Venus DeMars, said she arrived in the area after hearing about federal activity near Central Elementary School. She told reporters she saw emergency responders attempting life-saving measures before paramedics arrived and transported the woman on a stretcher. DeMars said she did not witness the shooting itself and could not confirm who fired the weapon, adding that the woman appeared to be an observer rather than someone being detained.

The incident drew a large crowd of residents and protesters, with tensions escalating at the scene. Law enforcement officers used pepper spray and tear gas in an effort to disperse the crowd and maintain order. U.S. Customs and Border Protection Commander Gregory Bovino was present, along with numerous federal officers.

Minneapolis Mayor Jacob Frey confirmed that a federal ICE officer was involved in the shooting and strongly criticized the federal operation in the city. He said the presence of immigration enforcement agents created chaos and called on ICE to immediately leave Minneapolis, emphasizing the city’s support for immigrant and refugee communities.

Minnesota Governor Tim Walz said his public safety team is closely monitoring the situation and urged residents to remain calm as investigators work to establish the facts.

Authorities have not yet said whether body-worn camera footage or other surveillance video is being reviewed as part of the investigation. Officials also have not publicly reconciled the video evidence circulating online with DHS’s official statements.

The investigation remains ongoing. Residents were advised to avoid the area as law enforcement continues to secure the scene and gather additional evidence.
